Description of the Department

The Learning, Innovation and Knowledge (LINK) Unit is part of the Programs Department. This Department consists of one director, seven goal units and two expertise units, of which LINK is one. The purpose of the Programs Department is to achieve impact by shaping policies, designing thematic strategies, supporting, managing and implementing our programs/projects and global, regional and national level campaigns that help further our 10 year vision (Manifesto 2030) of an inclusive (Equal), secure (Safe), equitable (Fair) and sustainable (Green) world in an efficient and effective manner. Our programs are driven by the voice of the people whose lives we seek to impact to achieve system change. We seek mutually beneficial partnerships with other civil society organizations and change actors.

Purpose of the Unit

The unit supports, connects and collaborates with colleagues and partners to ensure impactful multi-country programs are based on sound methodologies, evidence of progress towards objectives, and lessons learnt on what works for achieving our goals. We make this possible within and beyond the Oxfam confederation through the team's expertise and by influencing and challenging the culture and practices around monitoring, evaluation, accountability and learning (MEAL), research, innovation and Knowledge management. The unit is responsible for facilitating, leading and overseeing organizational learning (including evaluations, and specific innovation support), applied research, impact assessments, adaptive responses, knowledge management, as well as the design & development of tools and approaches to assess how we deliver outcomes and results, in cooperation with our compliance colleagues.

Job Summary

The senior design and innovation specialist will stimulate innovation throughout the organization by facilitating conversations to address strategic and operational problems and challenges, to explore and foster change in practices and ways of working, and to facilitate scaling-up of proven solutions. The specialist will lead in the exploration of opportunities to support innovation, new themes and culture change across Oxfam Novib, and contribute to process design and facilitation as necessary. The specialist will also work with the LINK Unit manager and team to explore opportunities for joint support of authentic partnership and new strategy implementation processes , projects, programs and collaboration with other Oxfam innovation specialists across the Oxfam confederation (with the global Oxfam International secretariat, with region and country offices as well as Oxfam affiliate innovation teams). She will broker and manage innovation trajectories, conversations and relationships, in close collaboration with the team.

Main tasks of senior design and innovation specialist

  • Lead, stimulate, design and execute innovation trajectories with innovation specialist and other teams in the LINK Unit, in close collaboration with Programs department Goal units and other departments in the organization.
  • Lead the design and implementation of Oxfam Novib's innovation strategy.
  • Lead and facilitate organizational and culture change conversations to explore how we can transform the ways we partner with others, anchor activism and develop systems change capabilities.
  • Broker, set-up and manage collaboration with Oxfam Novib departments, units, project and support teams.
  • Advise and support department directors, unit managers, project developers, project leaders and specialists to design and manage innovation processes within and across projects.
  • Advise and support project leaders, specialists and teams implement innovation strategies with a focus on project and partnership challenges.
  • Lead and facilitate innovative ways of working and scaling strategies.
  • Ensure collaboration with other teams within the LINK Unit to stimulate learning and adaptive management for projects and departments across the organisation.
  • Set-up and manage innovation community of practice, and implement activities across the organisation.
  • Broker, set-up and manage collaboration with other global Oxfam innovation teams (OI secretariat, regional platforms, country offices and affiliates).
  • Facilitate access to and update approaches, instruments, methods and tools for design & innovation.
  • Support teams with innovative thematic exploration (eg addressing complexity, systems change, change management, sustainable strategy).
  • Bring outside perspectives (innovative solutions, partners, approaches) into the organization, to foster new thinking and practices, and spur critical thinking.

Requirements for the job

  • You have a Masters level relevant education e.g. human-centered design, strategic design, social design. If you have other relevant specialized studies (MA, PhD in social sciences, organization anthropology, executive management) and practical experience in design and innovation, please make this visible in your CV and letter of intent.
  • Minimum 7 years of working experience, preferably in an international organization. There is a strong preference for experience working in/with organizations in the global south.
  • Minimum 5 years specific work experience in the field of design and/or facilitating innovation or change management trajectories.
  • You have practical experience with innovation methods, design thinking or similar methods or concepts.
  • You have practical experience facilitating complex conversations.
  • You are a proactive connector, experienced in brokering trust, interpersonal collaboration across teams, partnerships and networks.
  • You have familiarity and experience working with partners in the global south, and highly developed diversity and cultural awareness and sensitivity
  • You have an entrepreneurial mind-set, tolerance for risk-taking, and the ability to to co-create, negotiate, and develop innovative projects within short time lines.
  • You have a well-developed ability to design and execute (e-)learning initiatives
  • You are enthusiastic, with a collaborative approach to problem solving.
  • You have excellent command of English, both written and spoken. Working knowledge of Dutch and either Arabic, French and/or Portuguese would be an advantage.

  • Oxfam Novib offers an attractive and honest benefits package, including a year-end allowance and yearly pay increase from the Collective Labor Agreement. Moreover, we offer complementary options to choose from. The salary range for this position is set in scale 10 with a salary range between €3.469,- and €5.339,- gross based on 36 hours a week.
